(1)Where the [F2CMA] is reviewing or has reviewed the effectiveness of commitments accepted under section 31A it must, if requested to do so by the Secretary of State, prepare a report of its findings.

(2)The [F2CMA] must—

(a)give any report prepared by it under subsection (1) to the Secretary of State; and

(b)publish the report.]
