In section 39 (power of court in any proceedings to restrict reporting about children and young persons concerned in the proceedings), after subsection (2) insert—

Sub-paragraph (1) shall not affect the continued operation of section 39 in relation to any criminal proceedings instituted (within the meaning given by paragraph 1(2) of Schedule 7 to this Act) before the day on which sub-paragraph (1) comes into force.
