A sub-committee of the Committee may with the consent of the Assembly include persons who are not members of the Committee.

Where a person who is not a member of the Committee is a member of such a sub-committee, the Committee may pay to that person such travelling and other allowances in respect of that person’s membership of the sub-committee as the Committee may determine.
