If a person in receipt of remuneration under paragraph 1 above as chairman F1or another memberceases to hold that office, and it appears to the Assembly that there are special circumstances which make it right that that person should receive compensation, he shall be paid by way of compensation a sum of such amount as the Assembly may determine.
