In section 2(5) of the [1995 c. 23.] Goods Vehicles (Licensing of Operators) Act 1995 (obligation to hold operator’s licence: penalty for offence), for “level 4” substitute “level 5”.

Subsection (1) does not apply to any offence committed before this section comes into force.
