[F1 4 (1) The Secretary of State may by order make such amendments of Part 1 of this Schedule as he considers appropriate. U.K.

(2) The Secretary of State may make such an order either—

(a) where the order gives effect to a recommendation of the Commission, or

(b) after consultation with the Commission.]
