C1Sch. 2: transfer of functions (12.1.2004) by The Transfer of Functions (Children, Young People and Families) Order 2003 (S.I. 2003/3191), arts. 1(2), 3, 4
5(1)The Service may appoint—E+W
(a)staff to perform the functions of officers of the Service, and
(b)other staff.
(2)Regulations may make provision as to the qualifications, experience or training to be required of officers of the Service (whether or not appointed under sub-paragraph (1)(a)).
(3)One of the staff appointed under sub-paragraph (1)(b) is to be the chief executive.
(4)The Service must not appoint a person—
(a)as chief executive, or
(b)as a member of the staff of a description specified in a direction given by the [F1Secretary of State],
without the approval of the [F1Secretary of State].
