78 General interpretation.

In this Act—

  • “functions” includes powers and duties,

  • “subordinate legislation” has the same meaning as in the M1Interpretation Act 1978.

In this Act, “enactment” means an enactment whenever passed or made; but in this Part it means—

a

an Act passed before, or in the same Session as, this Act, and

b

subordinate legislation made before the passing of this Act.
