The Authority may establish committees.

Any committee established under sub-paragraph (1) may establish one or more sub-committees.

A person who is not a member of the Authority may be appointed to a committee or sub-committee of the Authority.

The Authority may pay to members of their committees or sub-committees who are neither members nor members of staff of the Authority such remuneration and allowances as the Secretary of State may determine.
