the conditions to be fulfilled for appointment as chair or other member of the Council,

the tenure of office of the F2chair and non-executive members of the Council (including the circumstances in which they cease to hold office or may be removed or suspended from office),

the appointment of a member as deputy chair and the circumstances in which that member ceases to hold, or may be removed from, office as deputy chair,and

the appointment of, constitution of and exercise of functions by committees and sub-committees of the Council (including committees and sub-committees which consist of or include persons who are not members of the Council).
