The [F1Welsh Ministers] may incur expenses in connection with the commissioning by [F2the Welsh Ministers] of such work, including programmes of research, development and dissemination, as [F3they may require] to be carried out for the purpose of facilitating the discharge of any of [F4the Welsh Ministers'] functions under sections 102 to 108.
