3 (1) An order may prohibit the withholding from any person of— U.K.

(a) any goods or services;

(b) any orders for any such goods or services.

(2) References in sub-paragraph (1) to withholding include references to—

(a) agreeing or threatening to withhold; and

(b) procuring others to withhold or to agree or threaten to withhold.
