The Service may, to such extent as it may determine, delegate any of its functions to any committee of the Service or to any employee of the Service.

Any such committee may, to such extent as it may determine, delegate any function conferred on it to any of its sub-committees or to any employee of the Service.

Any sub-committee of the Service may, to such extent as the sub-committee may determine, delegate any function conferred on the sub-committee to any employee of the Service.

A delegation under this paragraph shall be made in writing.
