after paragraph (a) there is inserted—

BID levy (within the meaning of Part 4 of the Local Government Act 2003),
b
for “any charge, tax or rate falling within paragraphs (b)” there is substituted “
any levy, charge, tax or rate falling within paragraphs (aa)
”
