Section 34(1) (interpretation of Part 3) is amended as follows.
(2)
For the definition of “the Commissions” substitute—
““the Commission” means the Commission for Local Administration in England,”.
(3)
In the definition of “local authority”—
(a)
after “a county council” insert “
in England
”
;
(b)
omit “a Welsh county council, a county borough council”.
