In section 29(5) of the Criminal Justice Act 2003 (persons who may institute criminal proceedings by written charge) after paragraph (ca) insert—

“(cb)

the Director General of the Serious Organised Crime Agency or a person authorised by him to institute criminal proceedings;”.
