In section 103 of the Road Traffic Regulation Act 1984 (supplementary provision as to removal of vehicles), at the end insert—

A local authority must in exercising any of their functions under sections 99 to 102 have regard to any guidance given to the authority for the purpose by—
a
the Secretary of State, in the case of a local authority in England;
b
the National Assembly for Wales, in the case of a local authority in Wales.

In subsection (4) “local authority” has the meaning given by section 100(5)(a) and (b).
