A person commits an offence if without reasonable excuse he obstructs, or fails to cooperate with, a constable, enforcement officer or authorised person who is exercising or seeking to exercise a power under or by virtue of this Part.

A person guilty of an offence under this section shall be liable on summary conviction to a fine not exceeding level 3 on the standard scale.
