The Commission may do anything calculated to facilitate, or incidental or conducive to, the carrying out of any of its functions.

But the Commission may not borrow money except with the agreement of the Lord Chancellor.

Nothing in this Schedule is to be read as limiting the generality of sub-paragraph (1).
