The Secretary of State F1... may by order require specified persons to give information about the effect or likely effect of regulations under section 25 to persons falling within a specified class.

In particular, the order may require a person who grants a consent, certificate, permission or authority (by whatever name) to inform the recipient of the effect of section 26(4).

An order under this section—
a
shall be made by statutory instrument, and
b
shall be subject to annulment in pursuance of a resolution of either House of Parliament.
