7(1)The Commission—E+W+S
(a)shall appoint a chief executive, and
(b)may appoint other staff.
(2)A person may be appointed under sub-paragraph (1)(a) only with the consent of the [F1Minister]F1.
(3)An appointment may be made under sub-paragraph (1)(b) only if consistent with arrangements determined by the Commission and approved by the [F1Minister]F1 as to—
(a)numbers, and
(b)terms and conditions of appointment.
