Subject to any directions given by the F1Welsh MinistersF1, the Commissioner may do anything (including acquire or dispose of any property or rights) which is calculated to facilitate, or is conducive or incidental to, the discharge of his functions.

A direction given by the F2Welsh MinistersF2 under sub-paragraph (1) may be amended or revoked by a subsequent such direction.
