In its application for the financial year beginning on 1st April 2007 section 119 has effect as if—
a
the references in subsection (1)(b) and (c) to the Welsh Ministers, the First Minister or the Counsel General included the Assembly constituted by the Government of Wales Act 1998, and
b
the reference in subsection (6) to the Assembly were to that Assembly.
