4 E+W For the purposes of this Schedule—

(a) proposals under section 7 are to be taken to be made by the person who submitted them to the relevant authority under subsection (4)(b) of that section, F1 ... and

(b) proposals under section 10, 11 or 15 are to be taken to be made by the persons who published them.
