(2)In subsection (1), for “Secretary of State” substitute “Assembly”.
(3)In subsection (2)(a), omit “13(3)(a) or”.
(4)In subsection (3)—
(a)for “Secretary of State” substitute “Assembly”, and
(b)for “he” substitute “the Assembly”.
