8. The Government published the Green Paper ‘New Powers Against Organised and Financial Crime’ (CM 6875) on 17^th July 2006. The Green Paper set out a package of measures to improve the ability of law enforcement agencies to tackle fraud and serious organised crime. The Green Paper can be found at
