11(1)The Secretary of State must appoint a person as the chief executive of the Commission.E+W+S
(2)The chief executive—
(a)is not to be a Commissioner, and
(b)is to be a member of the Commission's staff.
(3)The chief executive's terms and conditions of service are to be determined by the Secretary of State.
