11 (1) Section 15 (powers of inspectors) is amended as follows. E+W+S

(2) In subsection (1)—

(a) for “Secretary of State” substitute “ Commission ”;

(b) for “he” substitute “ it ”.

(3) In subsection (2), for “Secretary of State” substitute “ Commission ”.
