make different provision for different cases or different areas,

include supplementary, incidental or consequential provision, and

make transitional provisions or savings.

create offences punishable on summary conviction F1with a fine, the amount of which may be limited by the regulations;

require a local authority to enforce in its area the provisions of the regulations;

require a local authority to appoint officers for that purpose;

provide for any provision of the Schedule to apply with modifications in relation to an officer so appointed.
