2(1)Civil legal services provided in relation to—E+W
(a)matters arising under Part 4 of the Education Act 1996 [or Part 3 of the Children and Families Act 2014] (special educational needs);
(b)assessments relating to learning difficulties under [section ] 140 of the Learning and Skills Act 2000.
Exclusions
(2)Sub-paragraph (1) is subject to the exclusions in Parts 2 and 3 of this Schedule.
