(4)In subsection (3)—
(a)for “Commission” substitute “ inspector ”, and
(b)in paragraph (a), after “to the authority concerned” insert “ and to the Secretary of State ”.
(5)After subsection (3) insert—
“(3A)The Secretary of State may publish a report and any information in respect of a report.”
(6)In subsection (4)—
