Section 214 (further provision about orders under section 212) is amended as follows.

In subsection (1)—
a
after “section 212” insert “made by the Welsh Ministers”,
b
before “local authority” insert “Welsh”, and
c
for “the appropriate person” substitute “the Auditor General for Wales”.

Omit subsection (2).

In subsection (9) after “qualifying person” insert—
Welsh local authority;
