The Common Council of the City of London in its capacity as a local authority.
The Council of the Isles of Scilly.
A county council or county borough council in Wales.
A person carrying out a function of an authority mentioned in section 1(2) of the Local Government Act 1999 by virtue of a direction made under section 15 of that Act.
