Section 135 (joint and through ticketing schemes) is amended as follows.

In subsection (1), at the end insert—

(but this is subject to subsection (1A)).

After subsection (1) insert—

A local transport authority whose area is in England may exercise the power to make a ticketing scheme only if—
a
they are acting jointly with one or more other local transport authorities, and
b
at least one of those other local transport authorities is an authority whose area is in Wales.

In section 153 (competition test: functions and agreements relating to buses), in subsection (1)(a), after “partnership schemes,” insert “ advanced ticketing schemes, ”.

In subsection (1), in the definition of “connecting rail or tram service” for “service”” substitute

in relation to a ticketing scheme,

“advanced ticketing scheme” is to be construed in accordance with section 134C(3),
