Commencement is provided for in section 50. Section 50(1) sets out which sections of the Act will commence on the day the Act is passed, and these relate to the operation of the emergency provisions. Section 50(2) sets out the sections that will come into force two months after Royal Assent. Section 50(3) provides that Chapters 3 and 4 of Part 4 will be commenced by regulations made by the Secretary of State.
