(1)It shall be the duty of the Commission to advise the Secretary of State on any such matter relating to the purposes of this Act as he may refer to them, and to bring to his attention any matter relating to red deer [F1or sika deer or such other deer as may be specified from time to time by direction of the Secretary of State] of which in the opinion of the Commission he ought to be apprised.
(2)The Commission shall make an annual report to the Secretary of State on the exercise of their functions under this Act, and the Secretary of State shall lay a copy of the report before each House of Parliament, together with such comments as he may think fit to make.
