If at any time or times it shall be deemed expedient by the Admiralty or the Board of Trade, as the case may require to order a local survey and examination of any embankment or work proposed to be constructed under the powers of this Act in, over, or affecting any tidal or navigable water or river, or of the intended site thereof, the landowner shall defray the costs of every such local examination; F1. . ..
