14.—[F1(1)] An inspector [F2or a constable] may [F3seize or cause to be seized, and thereafter] destroy or cause to be destroyed any animal landed in Great Britain in contravention of this order, or of a licence granted hereunder, or any animal in respect of which there is, after it has been landed, a contravention of any such licence, and the reasonable expenses incurred in the exercise of the power conferred by the foregoing provisions of this paragraph shall, without prejudice to any proceedings arising in connection with a contravention of this order, or of a licence granted hereunder, be recoverable on demand by [F4the Minister, the local authority or, as the case may be, the police authority] as a civil debt from the owner of the animal.
[F5(2) But, where the animal is subject to [F6Article F7... 10] of the Pets Regulation, paragraph (1) is subject to [F8Article 35(1)(c)] of the Pets Regulation.]
