Section 80 of the Control of Pollution Act 1974 provides that, subject to certain exceptions expressly set out in that section, and except so far as regulations may provide otherwise in relation to premises used for the public service of the Crown and in relation to persons in that service, a local authority may require occupiers of premises in their area to provide information concerning the emission of pollutants and other substances into the air from the premises.
These Regulations, which apply to England and Wales, specify certain premises used for the public service of the Crown to which the provisions of section 80 are not to apply.
