The Secretary of State for Social Services, in exercise of the powers conferred upon him by sections 31, 33, 35(1) and (6), 36(3), 37(4), 37A(1), 38, 44, 46, 49, 56, 66, 68, 70, 77, 79(5), 81(4)(b), 82(5), 83, 84(1) and (4), 85, 86, 119(3) and 131 of, and paragraph 1 of Schedule 9 and Schedule 20 to, the Social Security Act 1975, as amended in the case of the said sections 31, 38, 44, 46, 56, 66, 68, 70, 86 and 119 and Schedule 20 by section 21(1) of, and Schedule 4 to, the Child Benefit Act 1975, section 20 (1) of the Child Benefit Act 1975 and of all other powers enabling him in that behalf, hereby makes the following regulations which contain no provisions other than such as are made in consequence of the Child Benefit Act 1975:—
