The Minister for the Civil Service, in exercise of the powers conferred by section 8(1) of the Statutory Instruments Act 1946 and now vested in him1 and of all other powers enabling him in that behalf, and with the concurrence of the Lord Chancellor and the Speaker of the House of Commons, hereby makes the following Regulations—
