14.—(1) A person guilty of an offence under Regulation 10(1)(b) [F1or] 10(4) (insofar as it relates to directions given in accordance with Regulation 9) F2... shall be liable on summary conviction to a fine not exceeding [F3£400].
(2) A person guilty of any other offence under these Regulations shall be liable on summary conviction to a fine not exceeding [F4£2000].
