The European Communities (Services of Lawyers) Order 1978

13.  Where a request has been made under article 12, the person to whom it is made shall not, except to the extent (if any) allowed by the competent authority making the request, be entitled to provide services in the United Kingdom until he has verified his status as an EEC lawyer to the satisfaction of that authority.U.K.
