The Minister for the Civil Service, with the concurrence of the Lord Chancellor and the Speaker of the House of Commons, in exercise of the powers conferred by section 8(1) of the Statutory Instruments Act 1946 and now vested in her(1), hereby makes the following Regulations:—
1. These Regulations may be cited as the Statutory Instruments (Amendment) Regulations 1982, and shall come into operation on 30th December 1982.
2. The Statutory Instruments (Amendment) Regulations 1947(2) are amended by the deletion of the word “Public” in Regulation 10(1)(b) thereof.
3. The Statutory Instruments Regulations 1947 are further amended by substituting for the Schedule thereto a new Schedule as follows—“
Reg. 2(3)(c)
A document made under any of the following enactments:
1. The Naval and Marine Pay and Pensions Act 1865 (c. 73).
2. The Pensions and Yeomanry Pay Act 1884 (c. 55) section 2(3).
3. The Air Force (Constitution) Act 1917 (c. 51) section 2(3).”.

Regulation 10(1)(b) of the Statutory Instruments Regulations 1947 requires the preparation of an Annual Numerical and Issue List of Public Statutory Instruments but statutory instruments are not divided into public and private instruments and the word “Public” is otiose. Regulation 2 of these Regulations therefore deletes the word.
The Schedule to the 1947 Regulations specifies documents made under a number of enactments as being excluded from section 1(2) of the Statutory Instruments Act 1946 and they are thus not statutory instruments. Most of these enactments have been repealed or have expired, and Regulation 3 of these Regulations replaces the Schedule with a new Schedule from which the repealed and expired enactments have been omitted.
