The Registrar shall, subject to the provisions of this Article and Article 44, reimburse to local library authorities the net expenditure incurred by them in giving effect to this Scheme.

It shall be the duty of local library authorities to keep proper accounts and records in respect of the expenditure (including overhead expenses) incurred by them in giving effect to this Scheme and the Registrar may withhold payment to a local library authority, in whole or in part, until such time as such authority has furnished to him sufficient evidence as to the amount of the expenditure so incurred.
