The Secretary of State for Social Services, in exercise of powers conferred upon him by section 119(3)(a) of the Social Security Act 1975 as applied by section 8 of the Child Benefit Act 1975, and of all other powers enabling him in that behalf, after agreement with the Social Security Advisory Committee that proposals to make these regulations should not be referred to it1, hereby makes the following regulations:—
