The Secretary of State for Social Services in relation to England and the Secretary of State for Wales in relation to Wales, in exercise of their powers under section 32 of the Adoption Act 19581 and section 4(1) of the Children Act 19752, and of all other powers enabling them in that behalf, hereby make the following regulations:—
