The Commissioners may by direction impose obligations on the responsible authority for a free zone to ensure the security of that free zone; and where the responsible authority fails to comply with such direction and the Commissioners thereby incur any expenditure, such expenditure shall be recoverable on demand by the Commissioners as a civil debt from that responsible authority.
