1. Any offer by the Secretary of State of financial assistance under any of the provisions specified in column 1 below which could be made by the Commission under the provisions specified in column 2 below shall, to the extent to which it remains unfulfilled on 1st April 1984, be deemed to have been made by the Commission under the relevant provisions specified in the said column 2.
