Coming into Operation
The Secretary of State for Transport, being a Minister designated1 for the purposes of section 2(2) of the European Communities Act 1972 in relation to international carriage of passengers by road, in exercise of the powers conferred by that section, section 40(1) and (3) of the Road Traffic Act 1972 and section 60(1) of the Public Passenger Vehicles Act 1981 and, with the consent of the Treasury, in exercise of the powers conferred by section 56(1) and (2) of the Finance Act 1973, and now vested in him2, and of all other enabling powers, and (in respect of the Regulations in so far as made under the said sections 40(1) and (3) and 60(1)), after consultation with representative organisations in accordance with the provisions of section 199(2) of the Road Traffic Act 1972 and section 61(2) of the said Act of 1981, hereby makes the following Regulations:—
